Found the owner on Facebook of all places:

This looks like Luther and the profile is friends with the "HouseJugglers" sign which has the URL that this sign has.   Attached is the HouseJugglers Facebook profile.  This links to several other profiles including a private dark-market property listing website you have to be a "member" of to get access to.

I tried looking up 3D Homebuyers, LLC on the PA Corporate Entity Registration system.  

The state record is there but it says it's in-care of US Corporation Agents, Inc.  I think looked up US Corp Agents and it just disappears into a cloud from there.
